Capital Improvement Plans
Capital improvement programming is one of our core services.
As funding for infrastructure has become a critical problem, local governments have increased long-range planning for construction and replacement of public facilities. Recent assignments include:

Westminster, Maryland
Software to enhance capital improvement programming capabilities and budgeting forecasts
TischlerBise developed a capital improvement program and helped to develop the initial data for this program. The software system, the Capital Improvement Program System (CIPS), designed for Westminster, has been utilized by the City for several years. It has enhanced their capital improvement programming capabilities and budgeting forecasts.

Kenosha, Wisconsin
City successfully implements TischlerBise capital improvement plan
In Kenosha, Wisconsin, TischlerBise worked on a capital improvement program for the City. The City prepared a video which discussed this CIP process and which was shown to all of the 28 districts in the City. This program is now implemented and is being successfully used by City staff.

Baltimore County, Maryland
TischlerBise provides Chamber of Commerce solutions to school capacity problems
TischlerBise was retained by the Baltimore County, (Maryland) Chamber of Commerce. In this project, TischlerBise analyzed the need for new schools in the County's growth areas. Due to recent homebuilding, immigration, and a "mini baby boom", the Baltimore County Schools are experiencing capacity problems. TischlerBise documented the extent of the problem and recommended several solutions. One of TischlerBise's recommendations, formation of a special task force, has already been implemented and the other recommendations are being evaluated.

State of Florida CIE's
TischlerBise prepares state-required Capital Improvement Elements (CIE) for three Florida communities' comprehensive plans
Under the State of Florida's landmark growth management legislation, TischlerBise worked with Hillsborough County, Florida to produce the required Capital Improvement Element (CIE) of the Comprehensive Plan. The purpose of the CIE is to summarize the need and resulting costs for public facilities identified under the comprehensive plan. This included addressing the costs of capital facilities needed to alleviate existing deficiencies in service levels, as well as new facilities due to growth. The CIE must also show local ability to finance needed improvements. In Venice, Florida, TischlerBise produced a preliminary CIE as part of a study that included a fiscal impact analysis and revenue evaluation. Also, in Florida, TischlerBise produced a preliminary CIE for the City of Parkland, Florida.

Boise, Idaho
Cutting-edge study reveals magnitude of capital facility needs in Treasure Valley Area
In the Boise, Idaho area, known as Treasure Valley, TischlerBise's assignment was to ascertain the backlog of infrastructure needs as well as to forecast infrastructure needs due to new growth for the region. This cutting edge study revealed the magnitude of the infrastructure needs by service and what was needed to serve those already in the area. It also indicated the amount that would be generated due to new development, some of which could be covered by impact fees.
